La démocratie, c'est beaucoup plus que la pratique des élections et le gouvernement de la majorité: c'est un type de mœurs, de vertu, de scrupule, de sens civique, de respect de l'adversaire; c'est un code moral. Elle reconnaît à l'opposition comme aux minorités le droit de remettre les options passées en question, pour qu'à tout moment le pays puisse juger, jusqu'à se déjuger. Les partis et les équipes au pouvoir acceptent ainsi d'être désavoués un jour.
Appelés au gouvernement, certains peuvent être tentés de transformer une mission conditionnelle et révocable en une sorte de délégation permanente; se croyant ou se disant investis d'une grande mission, persuadés qu'ils font mieux que l'adversaire, ils peuvent chercher à conserver le pouvoir en abusant d'une propagande unilatérale, en exploitant le charisme d'un chef, les mythes, les peurs et les craintes, le chauvinisme et le racisme, l'égoïsme de classe, les promesses de la démagogie. On voit souvent des démocraties formelles qui ne refusent pas les consultations électorales, qui même y recourent largement (mais chaque fois dans un contexte captieux pour, en définitive, les falsifier), coexister avec un libéralisme relatif qui serre adroitement les contours du droit constitutionnel.
